Anyone may create a group, But make sure you keep it active.
If you group has been inactive for 1 month, I will send you a warning, 2 months it will be removed.
Make sure you keep your group General audience. (Try to keep swearing to a minimum and no harassing, stealing work, nudity, racism, etc.)
